The latest edition of the annual periodical says that three-quarters of the country, from the Northern Plains to the Great Lakes, will experience below-normal temperatures. An Icy Start of 2015and El Niño Possibility

The coldest time of the season may be in the last days of January to early February, when the temperature of Arctic air drops.
